I normally start with google to find inspiration. Once I am inspired I look for free versions, buy what I want, or create my own.

You could also look at the "Fancy > Retro" section of www.dafont.com.

Once there type in "art deco" (or whatever else). Lots of inspiration and free vector art.

www.dafont.com is ok if you are using it for headlines or using "text as graphics" but most of those fonts will let you down for anything a little more involved. Mostly fine for inlays, but something to think about if you have grand plans.

https://www.fontsquirrel.com has much higher quality fonts and a better-curated selection.

https://stock.adobe.com/ca/plans for stock images etc you could sign up for a one month trial of adobe stock or another stock photo site and perhaps the website doesn't meet your needs after a month?

For a pro, you'll want a subscription to a stock photo/asset site, but for a one-off project, you should be good with the above.
