I think it means players can play against people from other states? So tournaments/tables/etc will be larger. I don't think it impacts states where it's illegal.

But I think it makes it legal everywhere (in the US). It rolls back time to pre-Black Friday.
 
It means that operators can start to pool their players with each state. For example, right now Pokerstars operates in Michigan, PA, and NJ. They can now pool the player base to form 1 group rather than 3 to lead to more cash game tables and larger tournament guarantees. Its the first step in the right direction. Individual states still need to legalize online poker and create their own tax laws but it atleast allows everyone in legal states to participate together.
