I am sure they are cheap plastic like dice chips but I have never seen them

Can someone tell me what they are?

I may get them anyway and use these for the local restaurant/ bar game i am going to be hosting

I will make labels for them

Those are definitely plastic chips; could be slugged; I think I've seen them sold on other poker discount sites.

Beware, those centers are not recessed. So you’ll have labels touching labels...which means spinners, stacking issues and quick label wear.
