Welcome to the forum, as far as your question. Many Casinos have back up chips incase the primary or normal use chips are compromised. As in if they find countrrgit in play it if someone were to steal chips off a table and run. Usually the inlay is the same just the edge spots differ from the normal in play chips.
Because these chips rarely or never see play, they are usually mint and more desirable than the regular used chips. When a Asian o shuts down and sells their chips, usually both sets are acquired and being in better condition usually the secondaries bring more money!!
