You can buy them direct from Matsui. Custom sets have been done a few times by members. I wasn't part of them, so don't know the details. Others can point you in the right direction to start.

The good news is Matsui Europe sells the Angel decks to the home market, and they’re $4.45/deck, PVC, Poker-sized, Jumbo index. There are no minimums, and you can mix and match any colors you want. If anybody wants to run a Group buy, you can just email them at sales@matsuieurope.co.uk

They’re the same stock as the Angel group buy right now, so anybody who has those knows how they feel. The only difference is they’re poker-sized.
