I still don't know what your blinds are... Sounds like your buyin is 200xBB and if 9 players is 360 red ($5) chips, that's 40 per person (or $200), so if your BB is $1, what are you playing, 50¢/$1? Or maybe $1/$1? I'm assuming this is a cash game.
I agree that maxxing out players with redbirds will lead to more action, but rebuys should be in $25 chips. Let the rebuyer get redbirds from the guy that just busted him. Otherwise, you're putting too many red chips on the table and you're going to have a mess with stacks.
If $1/$1 with a $200 buyin, I would start each person off with
20x$1 white (or 10x$1 if your game plays better that way)
36x$5 red (or 38)
That would mean starting stacks require
180 (or 90) x $1 white
324 (or 342) x $5 red
You can do 30 rebuys of $200 (more than 3 for each player) with 80x$25 green and 20x$100 black.
I think the following would work for you:
200x$1 white
400x$5 red
80x$25 green
20x$100 black
Once you confirm your stakes, someone that has more experience in higher stakes play (

Thats 700 chips. If you were willing to spend 30¢ per chip for 1000 chips, you can spend 42¢ per chip for 700 chips and come in $6 under budget. You might be able to get into used claybfor 42¢ per chip if you're patient. You can definitely get used casino ceramics for that price.
