Given these are priced similarly I wonder if one has better resale value than the other? What's the wait time for custom CPCs?

CPCs - anyone can order a set with exactly the colors, spots and inlays that they want. That means that the only benefits of getting someone else’s set are no wait time (up to a year depending on your choice of mold and where it is in the rotation) and price per chip (price adjustments are usually made yearly).

There are a few really GOAT CPC sets out there that’d probably fetch original price or more should they come up for sale, but one does not really purchase a set as a type of investment. Unless we’re talking about an investment in yourself and your game, because getting a CPC set that you have struggled with and perfected to the best of your ability really is rewarding!

Paulsons - since they stopped selling their home chip lines to the public, a side from sneaking a private custom set here and there passed the GPI casinos only policy (search word: NAGB), no new sets are being made outside the casino world. Sometimes casinos change their entire chip line or go belly up and their chips might get bought up by @TheChipRoom for instance, and offered to the community. But that’s about it.

So with less chips available and more and more people interested in them, prices have sky rocketed these last couple of years. So, short answer to your question is that Paulsons will hold their resale value better than CPCs will.

Different kinds of Paulsons are valued differently though, based upon mold (e.g. THC vs RHC), leaded vs. unleaded, scarcity, colors, condition and so on.

And beyond Paulsons and CPCs there are also BCCs and TRKs, which are former compression molded clay manufacturers and their chip lines are also highly regarded and sought after in the community. There really is so much more to this poker chip world than meets the eye when one first stumbles in here.

Good luck with your chip endeavors! Oh, and get samples before buying (the number one mantra of the forums).
