Is Citi Bank sending sketch spam, or is something up?

I got 2 pieces of mail from Citi Bank which seemed off.

They both includes the last 4 digits of an account number. 1 was saying to contact them about how to increase the credit limit, and it listed an existing credit limit.

The other was promoting taking out loans against an account, the same "last 4 digits", and it also talked about moving money to the account and mentioned an existing balance on the account.

OK not too strange, but the mail was addressed to my spouse, but with our joint address on it. I have a Citi account. BUT, the "last 4 digits" are not the same as my account. My spouse claims she doesn't have a credit card with Citi. She began panicking and contacted Citi. She says they said there was no account attached to her social security number, and the only record of mail going to her was promotional, but they wouldn't say what the promotional mail looked like. They wouldn't give any more details about the "last 4 digits".

Thoughts? Is this next-level spam? Is Citi just screwed up? What is going on?
