Does anyone know anything about who manufactured these chips and if they are clay or not. I have someone telling me they are clay, but they look more like bud jones or some kind of plastic injected chip and not clay at all. I checked the chip guide and couldn’t get anything.

Not clay. Manufactured by RT Plastics. Decent chips, although a bit on the slippery side. They do not have suction effect like Bud Jones V7. I would say that they are most like Bud Jones S2 (without brass inserts), but they have cheaper inlays and are more slippery. These chips do tend to stack with little to no wobble up over maybe 100 chips, no problem.
