I'm new to this forum. I came here because I host home games and am searching for a higher quality chip to use for my games. I would like a tournament set and a cash game set. My games usually are only 8 people or so. I'm looking though the classifieds here and I'm seeing some sets over 5k for what I need. Is it possible to find a used casino set that would suit my needs for less then 1k or is that a far fetch. Thanks

It is possible, but not strictly probable. Figure out the total number of chips you need and their breakdown, and go from there. If you can get down to 500 chips or so, your chances are better. But you will have to have denomination overlap between your cash and tourney, and that's not generally recommended here. Speaking of ex-casino or fantasy clay chips here.

Your best bet would be a used chip sale from one of the vendors here. The Chip Room offers paulson chips at a relatively affordable price when he can. However, having a tight budget makes acquiring good quality or large quantities more difficult. I would not say it is impossible, however the task may prove to be more difficult than enjoyable. Something like the Majestic star sale would have been an excellent opportunity for someone on a budget.
I do believe @Apache has some casino used sets available on their website still.

I had built a few casino set all under $1 per chip (both clay and non clay) Budget

Your best bet for clay set is TheChipRoom Sales or Solid Set (they are cheaper)

Your best bet for non clay casino set are the classified look out for Bud jones B&G etc they are high end casino quality chip

I think the cash game part of the equation is easy. Depending on your stakes and whether you need fracs (which can be difficult, but there are solutions) but you can still find casino used RHCs for around or under a buck a chip. And for an 8-max cash game, you can probably be comfortable at 500 chips.
The tournament chips could be harder, but that depends on what you’re looking for. There have been some good deals on 36mm Paulson casino tournament chips over the past few years. And it’s also worth mentioning that you can probably play a tournament with your cash chips, if you don’t mind adjusting the stack sizes and blind levels.

The tough part is getting some denominations. For cash games the fracs can be difficult to acquire. For tournaments, $500 and higher will be extremely difficult. It starts getting very expensive when you’re trying to get those denominations. It’s probably better to get stock or custom cpcs.

Depends on what you want out of Paulson's. On the exact question, sure you can. But you might not like the condition or spots/colors available.

Word of caution for Majestic Star, there is multi version of $1 & $5 that show different level of wears & tear

You will need to get extra to sort out into similar version so you can have similar barrel height through out all the denomination

You can also get Roulette Chip or Starburst to be use as flexible Fracs if you can to be even more budget-concern

They can't be compare to those Multi Thousand $ set, but value wise you can't go wrong. I spend about $200+$50(extra to to sort out the version) for the whole set 600 chips + 200+ spare chips

Get samples of the Royals China clay chips or Majestics from Apache. I think you’ll be pleasantly surprised at the feel and sound.
