Gear for sure. Spend the extra to get the laminated labels for $0.30/chip, they are well worth it.

The HHR mold doesn't have much of a recessed area to speak of so you may not be able to apply even unlaminated labels without spinners; laminated labels would be right out as far as direct label-overs are concerned.

BUT...

Those inlays can be relatively easily popped out using a hobby knife or other sharp, pointed instrument. Once the stock inlays have been popped out, a laminated label will easily fit in the recessed area that's left behind.

Pretty much exactly right. There is typically no room for any kind of label on top of an ASM/CPC inlay. However, the inlays can be removed and replaced with a laminated label. (I would recommend against removing inlays and replacing them with unlaminated labels.)

I offer inlay replacement as a service for 0.75 USD per chip -- this includes removal of the inlay, application of a new laminated label, the cost of the label itself, and return shipping on jobs of 300 chips or more. If you're comfortable removing the inlays yourself, you can order labels by themselves at 0.15 USD each (0.30 per chip as Rhodeman mentioned) plus shipping.

So an extra 45 cents per chip gets the old inlays expertly removed, the new labels applied AND the return shipping?
That, my friends, is a no-brainier.
I recently labeled only 100 chips and that job is a nerve wracking pain in the ass, even with reading glasses.
 
I just bought these. They will be relabeled as $5 chips for the Soapy Parlors set.

What started out as a limit set has now become a full set with options for $1/2 NL game as well.

Time for even more labels from @Gear!
