Identical pattern on all denoms is giveaway for not being Bud Jones S7. You can do that with some chips (includng Matsui), but just need to check if the pattern is one they offer.

As others said, theses are inexpensive plastic injection-molded chips with a metal slug for weight. The weight makes them heavier than actual higher-end chips, but extra weight feels like "quality" in the hand.

They scream Bud Jones because the pattern is obviously a direct knock-off of Bud Jones - compare the $1 in this set to the Borgata single:

At 14c a piece, these are actually not a bad budget chip, outside of the very poor quality of the labels. I've had a set of these (with a different label) and they were actually quite nice:
