Yes, but the auction is for the set of 20 with matching serial numbers. Useful for collectors... less useful for those who put them into play.

Correct. The "one" chips are the ones added to the Hall after the original set of 20 was produced and released.

[EDIT, after @BPTDirector 's post and considering that my set is in a 24 slot Air-Tite storage book, 22 original chips and the two "ones" make more sense.]
