Do you want them completely featureless in the middle, like this?
Do you want a center design, with numbers, but without a dollar sign, like this?
Do you want a design with numbers but without a dollar sign and without any English writing, like this?
Do you want an interesting design in the middle, but without numbers?
If you want numbers, what range of numbers do you want? That will depend on what stakes you play for - for example, 100 yen blinds.

Chips like Milanos and Majestics are available as blanks, which would make them similar to my first picture above. The chips are designed to take a label, but there's nothing that says they have to have a label. You could play with them as pure blanks if you like the way they look as blanks.
Chips like the Claysmith lines (for example: Poker Knights, Showdown, Bluff Canyon, etc) come with labels but those labels are very easily removed, which would leave them as blanks. The same is going to be true of pretty much any chip in your price range, so if you're just looking for something with a blank center then nearly any chip will work just fine. You may have to remove the decals yourself but that's very easy to do with these types of chips.
Some of these chips have mold marks visible on one of their blank faces. For example, on these Milano blanks, you can see a large circle on the purple chip at the left of the middle row, and also on the green chip at the bottom right:
All the Milanos have that circle on one side. The other side is smooth, although it's not polished and may show some slightly rough and irregular texture. The Majestic blanks are the same way. But all in all, in my opinion, these chips would be just fine to play with even with blank faces, with the understanding that they are a budget chip and not a premium chip.
If you find a chip that you like but you don't like the label for some reason (it has numbers, or dollar signs, etc) you can remove the labels and get custom labels with any design you'd like. That will add anywhere from ten to thirty cents per chip, which would put a strain on your already low budget.
If you give us a better idea of what you're looking for we can help you find it.
