Something about no labels or stamps makes me hesitant. Also, I see the top hat but no clear cane? Can anybody shed some light?

Your instincts are correct. Cheap plastic knockoffs. They show up from time to time.
 
I actually have that same set. Was my grandpa’s from some corporate gift or something. They aren’t plastic but some composite and only weigh like 4 grams. Not worth anything, but case isn’t bad (except racks are better).
 
Not authentic THC like others have said. I have a set of these. They are extremely lightweight (i.e. no metal slug), inexpensive chips. I'd value them at around 5 cents a chip. To others, they're not even worth that.

They are a very unique material -- hard, but very lightweight, plastic-ceramic-like material, and colors will vary and fade (which makes them appear like they might be clay chips in photos), but most chips will also darken if oiled with mineral oil, unlike any other plastic chip I've ever seen.

One use for them in my opinion, due to the extreme light weight, they would make a great long-distance travel set, for taking on a vacation, cruise, etc. It's also a set that you're not worried if a chip gets lost.

They remind me of the faux clays from years gone by. The faux clays had dice rather than top hat though, iirc. I used to own about 1,700 of them, but sold them a few years ago.
 
I'm sure these appeared for sale in many different places, but this particular set seems to have come from a casino gift shop. I forget the casino ATM, but some sets came with accessories for Badugi and other games. The case is what really looks familiar - I think I have one somewhere. I know @ovo does.

These chips feel great (light weight aside). I'm always happy to take them off of peoples' hands (especially the whites).

I’ve got some to spare including this unopened sleeve if you can get US mail at some point. Shipping to Canada would sadly FAR exceed their value.
