Looking for recommendations on a good 7/8 circle hole punch to use to cut out custom poker chip labels made via inkjet printer and printed on adhesive matte paper. I bought one on Amazon and it started getting dull after making 40 punches.

You could get pre-cut ones from onlinelabels. Here are round 7/8. You can pick material and sheet number with the options on the right. Alignment and printer feed can be a little tricky, though, depending on the quality of your printer.
 
I did the same thing then bought pre-cut labels as @Sunshine suggests. Much easier although it takes a little time and lots of wasted sheets to get the alignment correct.
