Raffles in the US are generally illegal for most people to host, and usually restricted to legal charities that are permitted to conduct them, as they lean too close to "lotteries and gambling" territory

I believe you can somewhat circumvent this sort of thing by having a giveaway similar to what you see with say a company that sells cereal. You know, buy a box and you get a code in the box that may be a winner. So you're obtaining something of value for the money you spend (the cereal) and you get the contest entry. However you also have to offer a free method of entry (i.e. mail a 3x5 postcard to this PO Box to enter without purchase) to stay legally compliant.
 
You misunderstand. They lost the raffle, and didn't buy the set.

The amount of butt-hurt that can occur because someone didn't get chips can be remarkably surprising around here. :x
Since people snitched on group buys because they felt bad for casinos that make millions of dollars. It doesn’t surprise me that this got shut down
