Not surprising. Such activity is patently illegal in most states unless proper licensing is first obtained.
 
So in a related vein, to be sure:

Is it safe to assume that the "lottery sale" -- i.e., a lottery to determine who from among a group of willing buyers gets to purchase something -- is still allowed?

That would be my take as well Larry since no one is paying to participate in the possible drawing.
 
Good riddens! They were clogging up the classifieds. Plus I thought it was lame that people were collecting far more than a set was worth.

Plus, I'm sick of a set sitting for a couple days and someone suggesting a raffle. :D

Fwiw some of us auctioned sets of for lower than their actual value. I did it twice. I'm going up miss having this as an option. Especially when I eventually sell the deja vu set

At least with auctions the sale prices are the going rate. Most raffles were ok but there were a few that were a little over the line imo

They became a way to gamble with terrible pot odds. At least an auction is more honest. You're not going to get more than it's worth unless two people get in a bidding war.
 
Some sets due to its high value is hard to sell off. Raffle provides a good option to sell off those sets rather than having to split the set into smaller portions where the original buyer may have spent months in putting it together. Without raffle in those situation you are either going to take a big loss in selling big sets due to it being high value or having to go to the trouble of sending multiple packages.

I’ll bet if you hired a team of lawyers to research the legal status of raffles in all the states in which PCF members live, any federal laws governing raffles and internet raffles, and the laws of all the other nations where PCF members live, and shared the results with Tommy, he’d be happy to revisit the raffle policy.
 
In most states, online gambling is illegal. Remember online poker? Exceptions are made in many states for "charitable auctions", but even then there are usually requirements, like applications and paperwork. Exceptions are also made for State lotteries, horse racing and fantasy sports because big political donors get laws written the way they want the laws written.

I doubt Tommy has any interest in forming a PAC to allow for profit chip raffles.

As a non-participant myself I never really thought too deeply about this. However when you boil it all down, Internet raffles require a way to ensure a fair draw, hence the use of public sources - usually some state's lottery results. Legally speaking, how is selling blocks of numbers for the chance to win more than what you paid not running a lottery game?

To your point, I'd be curious to know if there are any states where non-licensed individuals who are not bona fide charities are allowed to run private lotteries.

PS fwiw I am pretty sure any unregistered lotteries or 50/50 draws in Canada are technically not allowed. The government likes to maintain a monopoly on these activities...
 
Private raffles, poker games, and poker runs technically are illegal in Kansas. If you are a charity you can run raffles without a permit until you reach $25,000 in profit, then you must purchase some sort of permit. That said no one has ever been prosecuted for any of them that I am aware of. It is/was an old law from the 60s or 70s that most people weren't even aware off until the casino out in Dodge City started throwing a fit about charity tourneys and raffles being illegal. The state basically said they had bigger fish to fry and weren't worried about charities. So the law was rewrote with the $25,000 cutoff. It has still killed a lot of tournaments and poker runs because most people aren't aware of the rewrite
 
As a Business, I would ASSume it would be OK for @T_Chan Chanman Poker tables to "alter" by just "selling $20 gift certificates" here, in one of his sponsored threads ... as long as any redemption of a gift certificate "raffle" or otherwise type redemption thing were thru his own site or direct email .... I ASSume .... :)
 
I won a raffle once and subsequently sold the set.

I was harassed for doing so.

So you helped the original seller/raffler move his set at the price he wanted, binked the raffle, then located another buyer who really wanted the set, more than you at least, and you made that buyer happy too?

You misunderstand. They lost the raffle, and didn't buy the set.

The amount of butt-hurt that can occur because someone didn't get chips can be remarkably surprising around here. :x
