Is it just me or does it look like the (spots)(pips) whatever you want to call them look painted on and is fading off? I always thought it was a pure clay insert of that color.

Black chips with light and/or bright edge spots tend to get a lot of color transfer and show dirt really quickly. Shuffling a stack of SB T100s for 10min with the arc yellow and blue spots show black color transfer already.
 
Oiling before use will both help prevent transfer and in subsequently removing any transfer marks. But it's simply a fact of clay life with certain colors. Minimize shuffling of chip colors prone to transfer to limit transfer opportunities.

Initial oiling may help, otherwise hit the black chips with a magic eraser every few months
