When designing a label is it fine to use Photoshop or should I use Illustrator. I know ceramic designs prefer Illustrator but not sure about labels. Guess I could just ask the label maker people (Gear, Palm, etc).

It doesn't matter, Photoshop is fine.

In general, you use Illustrator for vector images that can be scaled to any size, and Photoshop for raster images (like photos, ldo). But as long as you know the dimensions you are designing to and give it a sufficient resolution (300dpi), you'll be fine.

If you intend to use any circular text use illustrator for its type on a path feature. I actually use both for each project. Just be sure that when flipping back and forth both canvases are the same with regard to resolution (dpi) ect. Probably not a good a idea to have one as cmyk and the other rgb.

You can type on a path with photoshop too just as an fyi. I'd love to try illustrator myself someday but I can't justify spending money on more programs. CS4 Photoshop is what I'm stuck with but it gets the job done.

Give Inkscape a go. It's free. I've been using it and I like it but I have nothing to compare it to.

I use Photoscape which is also free but its a water downed version of PS. For people like me, its perfect since I look like this whenever I use Photoshop.
