Someday we’ll know for sure, but for now it’s just guesswork. And I’m guessing that place had over 20 racks of fracs. What table games use fifty cent chips, aside from blackjack (which uses relatively few?)
I wonder if they were spreading 1-2 limit or 2-4 limit using these things?
 
Some states don’t allow in house banked table games. They get around this by taking a fee before each hand. I’m not sure if MO is included in this, but it’s very prevalent in OK casinos. These chips could be used for those “fees”.
Otherwise, I would think that they run blackjack tables with many different stakes (i.e. $1-$2 dollar tables during off hours). Rather than have a snapper, they just have the .50 cent chips to cover any blackjack payout.
Those are my two guesses.

So how does that work? Some kind of "pool" the losing hand money goes into, and get paid out of? Is it more of a back end accounting thing that's invisible to the player (sans the 50 cents "fee").... Or does the game physically play different? (Hoping I'm not looking really stupid asking this?)

My understanding is they take the fee (.25 or .50) before they deal a hand. They take and keep that money, whether u win or lose the hand
 
Baccarat uses a lot of 50c chips (and quarters) , as does pai gow. Ultimate Texas Hold’em does too. Each of those tables would need at least 40 chips.

If a casino has 8 bj tables, 3 pai gow tables, 2 UTH tables, and 4 baccarat tables, that’s 7 racks on the floor. I don’t know the size of the casino, but here we had 15 tables of baccarat(commission), 3 UTH, 2 pai gow, and 16 blackjack tables. That would be 15 racks on the floor. Vancouver has a lot of baccarat players though.

It’s also a chip that leaves the casino easily. People pocket them all the time. 20 racks for a casino would evaporate quickly. And it’s definitely not enough to run any kind of limit game long term.
